MISSION OF THE LIBRARY.  

Mission of the Provincial Library. 

Offer library services to be centers of information, culture and sustainable education that serve the entire population of their communities, local or regional; as an active space for reading, study, research, recreation, creation and socialization of information and knowledge; for the sociocultural and citizen transformation of the members with whom they operate. 

Mission of Public Libraries. 

Article 5: The mission of public libraries is to become a sustainable space for recreation, research and cultural development; equipped with cutting-edge technology; they must be an essential element in the integral development of the Cuban community and society. 

Article 6: The general principle that governs the collection development policy, of the National System of Public Libraries in Cuba, is the correspondence between the composition of the collections of its libraries, and the demand of the documents that comprise it, or the information contained in them. 

Specific functions to fulfill the mission:  

a. To provide library services to the entire community;  
b. to constitute the local center of dissemination and communication for the community; compiling and making available the necessary resources to satisfy the needs for all kinds of reading;  
c. to contribute to the cultural, educational and socialdevelopment of the community; by actively participating in the implementation of cultural programs, according to their socialpurpose; 
d. organize, promote and stimulate the realization of workshops, talks, conferences and other actions, as a formula to spread and integrate culture and traditions in the communities;  
e. and support and develop all the special programs that are carried out for the cultural elevation of the population; 
f. promote the habit of reading and improve reading behaviors in different population sectors, especially children, on the basis that reading skills, interests and habits are developed in the early years; 
g. train readers in the access and intensive use of the library's collections that are made available to them, through their promotion; 
h. work for the conservation of cultural heritage and the recovery of the traditions and cultural values ​​of the community; 
i. organize, disseminate and preserve collections that form the local bibliographic heritage; 
j. evaluate the needs for bibliographic information, according to the varied interests of the different communities;  
k. provide special services to students and professors in the municipal universities and university seats; as well as to the personnel of institutions of different teachings, including the special education schools of the country; and
l. promote and/or develop research of local, provincial or national interest.
